Flora is Programme Director for the second phase of the Southern Africa Innovation support programme. She brings leadership and advisory skills from her expertise in research and innovation management in national systems. She has a broad understanding of development needs for agriculture, health, biotechnology, energy, infrastructure, water, ICT, education, governance and environment for sustainable development and economic growth having been responsible for setting research priorities for both mainland Tanzania and Zanzibar. Flora is an experienced negotiator and has worked closely with donors such the World Bank, Sida, DFID and MFA as to support innovation in Tanzania. She bring to SAIS a strong track-record in monitoring, evaluation and learning (MEL) activities through setting national frameworks for M&E of research and innovation, research and innovation integrity, risk assessment; national postdoctoral frameworks and platform for research and innovation management.
